The Community Development Department's mission is to provide and assist low to moderate income households in Stearns, Benton, and Sherburne Counties and surrounding areas in obtaining and maintaining safe, decent, appropriate, and affordable housing.
Through its various non profit programs the CD department is able to assist those who might not otherwise be able to become homeowners.
The Community Development Department is a certified Community Housing Development Organization(CHDO). The staff works within local communities with their housing needs, assisting them in addressing those needs through the development of new single housing. Other funding programs assist communities in preserving their housing stock through rehabilitation.

Homebuilding / New Construction.
Tri-CAP currently has newly constructed homes available for sale in Stearns County.
Eligibility:
- First time homebuyer
- Good credit rating
- Qualify for a mortgage
- Household income must be at or below 80% of statewide median income adjusted for household size
The homes are split entry, or rambler style. Approximately 950 - 1100 square feet of finished space and are affordably priced.

The Energy Conservation Programs provide services to reduce residential energy consumption for income eligible households.
The Weatherization Assistance Program services include:
- Energy Retrofit Audits with Blower Door and Pressure Diagnostics
- Weather-stripping
- Caulking
- Attic, Sidewall, Foundation, and Water Heater Insulation
- Furnace Cleaning and/or Modifications
- Consumer Education
The Conservation Improvement Program (C. I. P.) is funded by Minnesota's major regulated utilities, Xcel Gas, Xcel Electric, and Center Point Energy. Services include the above weatherization services and electric use audits.

Guidelines change annually
Tri-County Action Program (Tri-CAP) has collaborated with the MN Housing Finance Agency (MHFA) to offer Benton, Sherburne, and Stearns Counties Fix-up Fund loans.
- Fix-up loans are designed to help with health, safety, and energy efficiency improvements in the Benton, Sherburne, and Stearns County areas, on the home you are currently dwelling in.
- Tri-CAP has also collaborated with several area banks to help serve the area. Contact Tri-CAP for a list of participating lenders in your area.
- The income limit is $89,000.
- The interest rate is 7.25%.
- The maximum loan amount is $25,000.
- The maximum term of the loan is 20 years.
These loan funds may be used to make your home more livable accessible or energy efficient, in Benton & Stearns Counties(excluding the City of St.Cloud)
- 20 Year 0% interest forgivable (after 20 years) loans.
- Own the Property & Principal place of residence
- Current on Property Taxes.
- Maximum Assets of $25,000 (does not include primary residence, personal belongings and 1 vehicle).
- The interest rate is 0%.
- The Maximum loan is $15,000.
