Tri County Action Program

The mission of Tri-CAP's Community Services & Family Resources Departments is to assist economically disadvantaged households with essential services, along with crisis intervention collaboration. By sharing information, being open to needs and treating all people with respect and dignity, we shall assist our participants to achieve the lifestyle of their choice.

Energy Assistance Program

Assists in paying a portion of the household's home heating bills. Client applications are taken from late fall to early spring. Payments are sent to the client's fuel vendor. Available to residents of Benton, Morrison, Stearns and Sherburne counties.

The 2007 - 2008 heating season the program runs from October 1, 2007 through May 31, 2008. Energy Assistance Applications are available in

Emergency Benefit

Crisis intervention for threat of or no heat situations. Must be approved for Energy Assistance for current program year.



To correct emergency problems with heating systems for owner occupied dwellings. Must be approved for Energy Assistance for current program year.



Reach Out for Warmth (ROFW)
is a community based emergency fuel fund established to assist households over income for the Energy Assistance program. This program is funded by donations from businesses, churches, civic groups, individuals, energy vendors, corporations and fundraisers. All money raised in Stearns, Morrison, Benton and Sherburne county stays in the community and is matched 2:1 by the state of Minnesota. Your tax-deductible donation is needed. Mail your donation to Tri-CAP/ROFW, 700 W St. Germain Street, St. Cloud, MN 56301. Your contribution will help members of your community who struggle to keep their heat and lights on.



FHPAP works with families or singles who are homeless or are at imminent risk of homelessness, or living in shelters to stabilize their lives.  By providing services such as budget counseling, assisting with damage deposits or first month's rent the FHPAP program’s primary emphasis is to prevent homelessness, re-house persons, and eliminate homelessness. These programs also assist youth and veterans, in addition to those who are seriously and persistently mentally ill with housing needs. Contact Tri-CAP for an application and appointment.



Are you a first time home buyer? Tri-CAP is federally certified to provide housing counseling as well as foreclosure prevention counseling. Special attention is directed towards budget counseling and credit repair. Contact Caroleen.




Renting 101 is a program of classroom training and individual counseling where the participant can:

  • Receive and Learn to read their Credit Report
  • Receive and Review their Unlawful Detainer Report
  • Receive and Review their Criminal Background Report
  • Learn the Rights & Responsibilities for Tenants and Landlords
  • Better Understand Leases

The Program teaches a participant how to repair problems with their history, and learn how to present themselves positively to obtain housing. This program includes 6 hours of class (in 2 morning sessions) and 1 hour of financial counseling.

This program assists low-income working adults save money for Higher Education, Home Purchase, or Starting a small Business. Thanks to the contributions of the federal government, state government and charitable foundations, all money saves is matched at a 3:1 ratio. Participants save up to $960 over two years and receive $3,840 towards their asset of choice. For more information contact contact Patrick Shepard or

FSS is a program offered by the St. Cloud Housing and Redevelopment Authority. The program is designed to assist families obtain and maintain economic independence. Clients work with a TRICAP counselor to identify future goals, locate opportunities for education and jobs, and develop other skills necessary for economic self sufficiency. As individuals move towards economic security through increased income and their rent increases, the amount increase in rent is put into an escrow account. After satisfactorily completing their contract, the individual will receive their escrow money.
